Financial Management Services (FMS) Overview

What Are Financial Management Services (FMS)?

Financial Management Services (FMS) support individuals who participate in the Self-Determination Program (SDP) by managing the financial and administrative responsibilities related to their services. An FMS provider helps ensure that funds are used appropriately, service providers are paid accurately and on time, and all expenditures comply with program guidelines.

How to Get Help 

  • Talk with your Service Coordinator about Financial Management Services

  • Participation in FMS is required for individuals enrolled in the Self-Determination Program​

How the Regional Center Helps 

SARC supports individuals using FMS by coordinating oversight and ensuring services align with the Individual Program Plan (IPP) and Self-Determination Program requirements. SARC works in partnership with:
 

  • Individuals and families

  • Financial Management Services providers

  • Service providers and independent workers

  • The California Department of Developmental Services (DDS)

Your Service Coordinator 

Each individual is assigned a Service Coordinator who supports coordination with the FMS provider. The Service Coordinator:
 

  • Explains the role of FMS within the Self-Determination Program

  • Assists with selecting an FMS provider

  • Ensures services and budgets are documented in the IPP

  • Monitors services for health, safety, and compliance

  • Serves as a liaison between the individual, FMS provider, and DDS when needed

Important to Know 

  • ​An FMS provider is required for all SDP participants

  • FMS providers do not make service decisions; individuals and families choose their services

  • All payments must align with the approved IPP and individualized budget

  • FMS providers must follow state and federal regulations

Financial Management Services May Include

Depending on the FMS provider and individual needs, services may include:
 

  • Processing payments to service providers and independent workers

  • Managing payroll, taxes, and employment-related documentation

  • Tracking budgets and expenditures

  • Maintaining financial records and reports

  • Ensuring compliance with SDP and Medi-Cal requirements

Every Plan Is Different
 

• FMS services are tailored to the individual’s budget, services, and support needs
• Two individuals may work with the same FMS provider but use services differently

 

Ongoing Oversight and Support 

FMS services are reviewed regularly through the IPP process. SARC works with individuals, families, and FMS providers to ensure financial accountability while supporting flexibility, choice, and self-direction.
