Family training and counseling

Every person who receives services through the San Andreas Regional Center (SARC) has a personalized plan called an Individual Program Plan, or IPP. This plan is like a roadmap—it helps set goals for the future and lists the support and services needed to reach them.


The IPP is created during a meeting with the individual, their family (if they choose), and their SARC Service Coordinator. It includes information about what's important to the person, what they want in life, and how SARC and others can help. The plan covers many areas like school, work, health, where someone lives, and how they spend their time.


The IPP changes as the person grows and their needs or goals change. It is reviewed regularly to make sure it still fits their life.

Lanterman Act Connection – Family Training and Counseling

The Lanterman Act affirms that supporting families is essential to empowering individuals with developmental disabilities. Family training and counseling help caregivers understand their child’s needs, build advocacy and caregiving skills, reduce stress, and promote positive outcomes through informed, active involvement.

Legal Foundation
  • W&I Code § 4512(b) – Includes family support services such as training and counseling as necessary to implement the IPP or IFSP.

  • W&I Code § 4646.5(a)(3) – Directs regional centers to consider the needs of the family when developing service plans.

  • Title 17, CCR § 52120 – Establishes guidelines for family training and counseling under the Early Start Program, including service goals, provider qualifications, and documentation.
