Enhanced Behavioral Support Homes (EBSHs)

Every person who receives services through the San Andreas Regional Center (SARC) has a personalized plan called an Individual Program Plan, or IPP. This plan is like a roadmap—it helps set goals for the future and lists the support and services needed to reach them.


The IPP is created during a meeting with the individual, their family (if they choose), and their SARC Service Coordinator. It includes information about what's important to the person, what they want in life, and how SARC and others can help. The plan covers many areas like school, work, health, where someone lives, and how they spend their time.


The IPP changes as the person grows and their needs or goals change. It is reviewed regularly to make sure it still fits their life.

Lanterman Act Connection – Enhanced Behavioral Support Homes (EBSHs)

The Lanterman Act upholds the right to community living for individuals with intensive behavioral needs. EBSHs provide 24-hour care with behavioral supports in a home-like setting, helping individuals avoid institutional placement and build meaningful lives in the community.

  • W&I Code § 4684.80–4684.87 – Defines Enhanced Behavioral Support Homes and establishes requirements for behavior intervention plans, staffing, and training.

  • W&I Code § 4648(a)(6) – Allows regional centers to secure specialized residential services to meet individual behavioral needs.

  • W&I Code § 4502.1 – Emphasizes protections and supports for individuals with challenging service needs, including access to the least restrictive living option.
